I've fished smallies in PIB and the Erie tribs (they run up the creeks like steelhead) from late April through mid May. The bay is usually earlier than the tribs, but it can depend. If you fish them in the tributary creeks YOU MUST, BY LAW, not target spawning fish on their beds. These fish are out of season at this time, and targeting a spawning fish out of season is against the law in PA. You can catch them lawfully, just not on their spawning beds.
Wooly Buggers and other streamers, with a gurgler or 2 is all you need.
