There's a park and very limited parking on the South/Town of Occoquan (Prince William County) side of the footbridge. I
thought I saw a sign last year saying that no fishing was allowed there, but Greg is right about the quality of fishing. The North/quarry side (Fairfax County) of the bridge I'm uncertain, but skeptical about how public the access is. I think boat is best there, particularly with fly rod, but the river isn't wide at that spot.

I see people fish the far bank, near the water treatment plant outlet, but I have not figured out how people get there without trespassing. Maybe there is a path on the far side of the pedestrian bridge I missed?
As Hermany mentioned, there is a new launch under the bridge on the Occoquan, on the downstream side of the old town. You can also launch from Occoquan Regional Park at the parking area next to the water. The fishing near the pedestrian bridge and upstream in the rock garden is phenomenal.
