Mossy Creek you should definitely hit, but I'm inside the beltway and Mossy Creek is a 2 hour drive.

District Angling is local to DC and in Arlington, VA.  Very knowledgeable guys there and while we dont have trout waters in DC, you only need to travel about an hour to find something and they can put you on that.
