I've fished Holbox for tarpon to the north and Punta Allen for permit to the south. Both are top-notch fisheries but not exactly easy to get to from where you will be.
-- If all else fails, and you can't find anything DIY, try asking the lifeguards and sailing/SUP instructors along the beach hotels for advice. They'll speak English well and will appreciate una buena propina for pointing you in the right direction or even taking you out to the reef, themselves - which I've heard of at some of the high end resorts.
