Apologies for the threadomancy, but I was talking about this while out fishing with a friend a few weeks ago and am glad to see the topic here.  

I found Zach Pfignst who guides out of Cape Charles when I was recruiting speakers for PRSC, and he does target them: https://marshmadnesscharters.com/.  

There was also a conventional tackle guide from that area who spoke at the Lefty Kreh Tie fest back in 2020.  He was very upfront that he would put you on the fish but couldn't help with any fly fishing stuff.  At the time he said it was him and one other guide offering trips and they politely didn't share info with each other.

Summer Stocking Schedule in Effect for Clinch Mountain and Crooked Creek Fee Fishing Areas

The fee fishing areas located at Clinch Mountain and Crooked Creek started the summer trout stocking schedule on Friday, July 7. Stockings at both fee areas will take place four times per week (Monday, Wednesday, Friday, and Saturday) with one stream section receiving fish at each stocking. A detailed stocking schedule will be posted at each location. This schedule will remain in place through the end of the fee fishing season on September 30.

A daily permit ($8.00) is required to fish the fee areas for any person over 12 years of age, in addition to a valid Virginia freshwater fishing license (all children under 16 are exempted from having a fishing license). Daily permits are available at authorized license agents or online at Go Outdoors Virginia.
