It depends, if you park over on Gravelly point and run across the parkway in full waders, you only need a VA license. Please take a full video of your run across (with sound) and post it to the forum for educational purposes ;).
-- BTW -- According to webster's the term "sanctuary" means "a place of refuge or safety". So if you're fishing over there, you've created a somewhat ironic situation.
