Looks like the orange line is just the Airport property and that the only addition is that little wedge that will stick out into the Potomac from the bottom right.

Looks like that plan as proposed will kill the tidal portion of 4MR as well (and any chance of purging sewage overflows).  Thanks for posting this to the group.
